She is part of a team of international lawyers that carry out legal and policy analysis. Prior to PNNL, Catrina was a senior project leader in space policy and strategy at the Aerospace Corporation. She holds a J.D. and Advanced LL.M. cum laude in Air and Space Law. She also attended International Space University’s (ISU) Space Studies Program. Catrina has given lectures and presentations on international and U.S. space law at various conferences and universities in the United States and Europe. Julius Trajano conducts academic and policy research projects on nuclear security and nuclear energy governance in Southeast Asia. Donald D. Dudenhoeffer is a Senior Cyber Security Consultant with over 35 years’ experience in nuclear and security. He is currently the Cyber Security Executive Consultant at the Barakah Nuclear Power Plant as well as serving as a part-time researcher at the Austrian Institute for Technology (AIT). Before, Mr Dudenhoeffer was a Senior Information Technology Officer for the Division of Nuclear Security (NSNS) at the International Atomic Energy Agency (IAEA) where he led the Computer Security programme providing Member States with guidance and support in developing their security programmes for their nuclear facilities. He holds a Master of Science degree in Operations Research from the US Naval Postgraduate School and has previously qualified as a nuclear engineer.

This work is realized through the Atom Inventory Record (AIR) system, a tool designed to strengthen nuclear material accountancy practice in emerging nuclear states.

Since joining the group in 2010, I have built a comprehensive career in cyber-security, spanning both IT and OT environments. My initial work focused on IT asset protection and corporate security infrastructure, later expanding into security-by-design implementation for plants digital assets. With a background in software qualification for I&C nucelar systems, I play a role in integrating cyber-security into the design engineering phase for OT. In my current capacity, I lead cross-functional cyber animation for nuclear design, ensuring the interface between engineering entities (coordinating a network of CISOs and cyber referents), french nuclear operator and group-level cyber-security team.

Christophe MARTIN has spanned over three decades in the nuclear energy sector, primarily within EDF's Nuclear Generation Division. His expertise encompasses nuclear safety, nuclear security, and, more recently, the critical domain of cybersecurity. With approximately 18 years of direct experience working within nuclear power plants (NPPs), Christophe has held diverse and progressively responsible roles in nuclear safety and operation area. A significant highlight of his NPP tenure was his role as Nuclear Safety Director at a french NPP. Internationally, he has particularly contributed to the creation of the Cyber Nuclear Forum initially supported by the NTI and now WINS. Furthermore, he has been the Chair of the Security Expert Group of ENISS (European Nuclear Installations Safety Standards) since 2023, leading efforts to develop and harmonize security standards across European nuclear installations.

Dr. Lamb currently serves as a cyber-security research scientist with Sandia National Laboratories. He is also a Research Assistant Professor affiliated with the Electrical and Computer Engineering department at the University of New Mexico. His current research interests center around industrial control system cybersecurity, particularly in reference to nuclear and solar power, machine learning, artificial intelligence, and their intersections. He has extensive experience designing and developing mission-critical distributed systems for a wide range of government departments and agencies. He has served as chair or contributor to multiple IAEA reports addressing cybersecurity and nuclear power control systems, serves as the lead delegate of the United States to the International Electrotechnical Commission (IEC) in nuclear power cybersecurity, and is the chairman emeritus for IEEE NPEC SC6. He has lead various penetration testing, security analysis, vulnerability research, red teaming, and purple teaming projects for a variety of federal agencies, and is regularly invited to present on the state of advanced cyber threats. Prior to joining Sandia National Laboratories and working with the University of New Mexico, Dr. Lamb served in executive roles and as a principal consultant for a variety of technology companies in the southwest. Dr. Lamb has a B.S. in Mechanical Engineering from New Mexico State University, an M.S. in Computer Science from the University of New Mexico, as well as a Ph.D. in Computer Engineering with a focus on Computational Intelligence from the University of New Mexico. He is a TOGAF 9 Certified Enterprise Architect, a GIAC Certified Exploit Researcher and Advanced Penetration Tester (GXPN), a GIAC Certified Penetration Tester (GPEN), and a Certified Information Systems Security Professional (CISSP) through the International Information Systems Security Certification Consortium.

Drew has 15 years of experience working at PNNL where he has held roles as a Network Engineer; a Governance, Risk, and Compliance Analyst; a Team Lead; as well as the Cybersecurity Architect for the Lab where he lead the implementation of an Operational Technology Cybersecurity program. Drew has supported the US DOE's INS program for the past 8 years working with various partner countries on enhancing nuclear cybersecurity around the world. Assoc. Prof. Dr. Samo Tomaži? works at the Slovenian Nuclear Safety Administration, where he heads the Management and Cybersecurity Division. He completed his PhD at the Faculty of Criminal Justice and Security, focusing on incident response to cyberattacks at nuclear facilities. He is a recognized international expert in cybersecurity for critical infrastructure. He participates in international missions, contributing to the development of guidelines and standards, incident response activities, gap analyses, advisory and technical meetings, lectures, and more. In 2024, he became an assistant professor at the private university Alma Mater Europaea, where he teaches multiple courses related to cybersecurity.

Building on this experience, I joined the EDF Group as a cybersecurity engineer, where I work on projects related to new nuclear developments, with a strong focus on OT cybersecurity and standardization.

His career includes roles in regulatory drafting, licensing evaluation, and nuclear safety and security inspection, where he ensures that radiation facilities across Indonesia operate safely, securely, and comply with national standards. The work that he has been doing during the past three years has been as a radiation safety and security inspector. The primary task is to conduct inspections and verify the safety and security aspects of a radiation facility. With a strong academic background—holding a PhD in Computer Science and a Master’s degree in Energy Conversion from Universitas Gadjah Mada—he combines technical expertise with a deep commitment to nuclear safety and security. Dr. Riyono has also enhanced his professional capacity through international training programs such as International Response Training (course transition workshop), Regional Workshop on Safety Culture and Self-Assessment for the Senior Management of the Regulatory Body, which was conducted by the IAEA and the US DOE, focusing on areas such as safety culture, organizational self-assessment, and emergency response readiness.

Donald D. Dudenhoeffer is a Senior Cyber Security Consultant with over 35 years’ experience in nuclear and security. He is currently the Cyber Security Executive Consultant at the Barakah Nuclear Power Plant as well as serving as a part-time researcher at the Austrian Institute for Technology (AIT). Before, Mr Dudenhoeffer was a Senior Information Technology Officer for the Division of Nuclear Security (NSNS) at the International Atomic Energy Agency (IAEA) where he led the Computer Security programme providing Member States with guidance and support in developing their security programmes for their nuclear facilities. He holds a Master of Science degree in Operations Research from the US Naval Postgraduate School and has previously qualified as a nuclear engineer.

With approximately 18 years of direct experience working within nuclear power plants (NPPs), Christophe has held diverse and progressively responsible roles in nuclear safety and operation area. A significant highlight of his NPP tenure was his role as Nuclear Safety Director at a french NPP. Internationally, he has particularly contributed to the creation of the Cyber Nuclear Forum initially supported by the NTI and now WINS. Furthermore, he has been the Chair of the Security Expert Group of ENISS (European Nuclear Installations Safety Standards) since 2023, leading efforts to develop and harmonize security standards across European nuclear installations.

He is also a Research Assistant Professor affiliated with the Electrical and Computer Engineering department at the University of New Mexico. His current research interests center around industrial control system cybersecurity, particularly in reference to nuclear and solar power, machine learning, artificial intelligence, and their intersections. He has extensive experience designing and developing mission-critical distributed systems for a wide range of government departments and agencies. He has lead various penetration testing, security analysis, vulnerability research, red teaming, and purple teaming projects for a variety of federal agencies, and is regularly invited to present on the state of advanced cyber threats. Prior to joining Sandia National Laboratories and working with the University of New Mexico, Dr. Lamb served in executive roles and as a principal consultant for a variety of technology companies in the southwest. Dr. Lamb has a B.S. in Mechanical Engineering from New Mexico State University, an M.S. in Computer Science from the University of New Mexico, as well as a Ph.D. in Computer Engineering with a focus on Computational Intelligence from the University of New Mexico. The CoE is the gathering of all major nuclear actors in the French sector to handle coordination both internally and outwards - especially towards IAEA.

Dr. Lamb currently serves as a cyber-security research scientist with Sandia National Laboratories. He is also a Research Assistant Professor affiliated with the Electrical and Computer Engineering department at the University of New Mexico. His current research interests center around industrial control system cybersecurity, particularly in reference to nuclear and solar power, machine learning, artificial intelligence, and their intersections. He has extensive experience designing and developing mission-critical distributed systems for a wide range of government departments and agencies. He has served as chair or contributor to multiple IAEA reports addressing cybersecurity and nuclear power control systems, serves as the lead delegate of the United States to the International Electrotechnical Commission (IEC) in nuclear power cybersecurity, and is the chairman emeritus for IEEE NPEC SC6. He has lead various penetration testing, security analysis, vulnerability research, red teaming, and purple teaming projects for a variety of federal agencies, and is regularly invited to present on the state of advanced cyber threats. Prior to joining Sandia National Laboratories and working with the University of New Mexico, Dr. Lamb served in executive roles and as a principal consultant for a variety of technology companies in the southwest. Dr. Lamb has a B.S. in Mechanical Engineering from New Mexico State University, an M.S. in Computer Science from the University of New Mexico, as well as a Ph.D. in Computer Engineering with a focus on Computational Intelligence from the University of New Mexico. He is a TOGAF 9 Certified Enterprise Architect, a GIAC Certified Exploit Researcher and Advanced Penetration Tester (GXPN), a GIAC Certified Penetration Tester (GPEN), and a Certified Information Systems Security Professional (CISSP) through the International Information Systems Security Certification Consortium.

Dr. Justin Kinney has worked for Oak Ridge National Laboratory in the United States since 2021 as a behavioral science expert specializing in insider threat, transportation security, international politics, and other aspects of global security. His work focuses on the human element in radiological and nuclear security—exploring how organizational culture, individual and group behavior, and security systems intersect in high-risk environments. He likes to research and teach about the evolution of insider threat mitigation challenges and strategies, particularly in unique environments and alongside emerging innovation. He is also an Adjunct Faculty member at the University of Tennessee, teaching about managing global partnerships through the Haslam College of Business, and earned his PhD in Political Science, studying international relations, global conflict, and radicalization.

Joseph MAHANES

Mr. Joe Mahanes has worked over 14 years on the design, safety, and security of numerous advanced A/SMR technology projects, as well as advised on guidance and regulatory updates enabling nuclear power deployment. He primarily supports research and practice of Idaho National Laboratory's (INL) Cyber-Informed Engineering (CIE) program and also international collaboration on nuclear security through the National Nuclear Security Administration (NNSA). Mr. Mahanes has worked at INL for the past 9 years as a Nuclear Cybersecurity Specialist, excluding a 3 year assignment at the IAEA in Nuclear Power Technology Development. His areas of expertise focuses on engineering solutions for digital system risk reduction and capacity development for nuclear cybersecurity.

NATIONAL AUTHORITY FOR NUCLEAR SAFETY (ANSN)

Rafael Faria is a Nuclear Safety Officer and Inspector at the Brazilian Nuclear Safety and Security Authority (ANSN), with over ten years of experience in nuclear safety and computer security. He coordinates the development of Brazil’s regulation on Computer Security for Nuclear and Radiological Facilities (ANSN-2.07) and leads the Nuclear Sector Computer Security Incident Team responsible for national-level notifications. He has significant experience in the assessment of digital instrumentation and control (I&C) systems in NPPs and research reactors and has actively contributed to international activities, including IAEA technical meetings and IRRS missions. His work also includes supporting training activities through national computer security exercises.

Muhammad JAMIL

Pakistan Nuclear Regulatory Authority (PNRA)

Mr. Muhammad JAMIL, Senior Scientific Officer is working in internal Technical Support Organization of PNRA. He holds Master of Science degree in Nuclear Engineering. He has experience of more than 13 years in nuclear domain. He is involved in development and implementation of national regulatory framework on radiation safety, waste safety, nuclear or radiological emergencies, and nuclear security.

Samo TOMAZIC

Slovenian Nuclear Safety Administration (SNSA)

Assoc. Prof. Dr. Samo Tomaži? works at the Slovenian Nuclear Safety Administration, where he heads the Management and Cybersecurity Division. He completed his PhD at the Faculty of Criminal Justice and Security, focusing on incident response to cyberattacks at nuclear facilities. He is a recognized international expert in cybersecurity for critical infrastructure. He participates in international missions, contributing to the development of guidelines and standards, incident response activities, gap analyses, advisory and technical meetings, lectures, and more. In 2024, he became an assistant professor at the private university Alma Mater Europaea, where he teaches multiple courses related to cybersecurity.
